Q1)  Is Vectren interested in proposals for Intermittent energy supply?

A1)  Yes, assuming the project is renewable and carries the associated RECs.


Q2)  Is there a geographical preference to a wind project as long as it is connected to a MISO node?

A2)  Vectren’s service territory would be the most preferred location, followed by the state of Indiana, followed by MISO.


Q3)  Is there a preference to a transmission voltage, i.e. would a 69kV line a couple states away work?

A3)  There is no preference to specific transmission voltage.


Q4)  In the proposal it is mentioned that ownership in a project will be considered, will VECTREN look at develop and flip, build and flip or is VECTRON open to all ownership structures?

A4)  Vectren is open to reviewing proposals with all ownership structures.


Q5)  On Exhibit C, Term Sheet, Vectren is asking for an amount of “Guaranteed Energy.” Is Vectren looking for an Output Guarantee? We typically sell the energy from wind projects as-available, in which case the output guarantee would be 0 MWh. Please let me know if it is acceptable to provide Vectren with the project’s expected annual generation.

A5)  Yes, that is acceptable.


Q6)  Is Vectren interested in solar capacity?

A6)  is interested in up to 5 MW of solar photovoltaic capacity. It is preferred that this capacity be connected to the Vectren system.


Q7)  Is there a pre-bid meeting planned to address technical and business questions?

A7)  There is no pre-bid meeting scheduled at this time.


Q8)  What is driving your solar requirement? Is it the Ohio pending RPS or is there a requirement in Indiana as well? Given that price seems to be an important evaluation factor and solar is not typically competitive with other renewable resources, we just wanted to be sure we were focusing our resources appropriately.

A8)  Solar is not a requirement of the IRP, only an option that Vectren wishes to consider. Vectren would like a diverse portfolio of energy resources, and is concerned that additional wind energy could negatively impact our ability to meet summer peak conditions. Solar would be advantageous from that perspective.


Q9)  Will Vectren accept proposals for RECs only?

A9)  Yes, REC only bids will be considered.
